Citizen Phoebe is one of Noggin's original series. It is a short-form show that aired during commercial breaks. It is about a kid named Phoebe who wants to run for president.
History
The show was created by Joanne Roberts, a former teacher and writer. (source) She came up with the idea for Citizen Phoebe around 1992. She first pitched it to Sesame Workshop as "Phoebe for President," an educational show about politics. The main character was Phoebe, a kid who wants to run for U.S. president. Sesame Workshop liked the idea and developed it for a while, but it never became a full half-hour series.
In 1996, Joanne created a website based on Citizen Phoebe. (link) The website was meant to help get kids and teens interested in politics. It featured four characters: Phoebe, her brother Norbert, and her friends David and Paula. The characters were all fictional, but actors were hired to play them in photos across the site. The site had a blog which was updated every week with new posts, usually related to political events at the time. A writer, Billy Aronson, wrote every post on the blog.
After a few years, Joanne pitched the idea again, this time to Noggin. Noggin bought the rights and made a series of live-action shorts with Citizen Phoebe. The shorts aired on Noggin from 2000 to 2001, coinciding with the 2000 U.S. election. They featured a new set of actors. The older blog posts and photos were moved to Noggin.com, and Citizen Phoebe was added to a section of Noggin.com called "Our TV Shows." The show was featured on Noggin's site until mid-2002, when the website was changed to focus on preschoolers.
Story
Citizen Phoebe wants to make her country a better place for kids. Her friends become her campaign team and help her advocate for kids' issues.
Cast
Each character had two performers: one for web-exclusive photos, and one for both the TV shorts and the webisodes. Currently, it is known that Evan Ferrante played the character David in the web photos.

- Diner - The team talks about their goals at a diner. All the while, Norbert tries to figure out what kind of food he should order.
